From Employment Pass to Permanent Residence: The PTS Pathway
For EP holders who intend to make Singapore a longer-term base, Permanent Residence removes the tie to a specific employer and offers greater stability than renewing a work pass indefinitely. The main route for EP holders is the Professionals, Technical Personnel and Skilled Workers (PTS) Scheme, administered by the Immigration and Checkpoints Authority (ICA), a separate authority from MOM, which issues the EP itself.
Who Can Apply
PTS is open to holders of a valid:
- Employment Pass (EP)
- S Pass
- Personalised Employment Pass (PEP)
- EntrePass
- ONE Pass
- Tech.Pass
Work Permit holders are not eligible under the PTS Scheme. There is no statutory minimum period of Singapore employment before applying, though in practice, tenure is a significant factor (see below).
How Long Should You Wait Before Applying?
ICA does not publish a minimum tenure requirement, but observed approval patterns are broadly consistent:
Technically possible to apply, but rarely successful on its own
Where most successful applications sit, with stable, continuous employment
Stronger files, particularly for candidates with high salaries and deep community ties
Since ICA does not publish hard cut-offs, treat the question of how long to wait less as a fixed rule and more as a question of how strong a file you can build.
What ICA Looks At
ICA does not use a published points system for PR applications, unlike the EP's COMPASS framework; the assessment is holistic. Factors commonly cited as influential include:
Employment stability
Length of tenure, salary progression over time, and the profile of your employer.
Salary level
There is no official minimum, but applicants earning below roughly S$5,000/month are reported to face materially lower odds unless other factors compensate strongly.
Tax and CPF record
Consistent income tax filings and CPF contributions across multiple Years of Assessment demonstrate sustained economic contribution.
Age
Applicants in their 20s to 40s are generally viewed more favourably on demographic grounds, though this is one factor among many.
Integration
Community involvement, professional memberships, family ties, and time physically spent in Singapore.
Economic contribution
Employment in sectors aligned with Singapore's economic priorities can strengthen a file.
Including Your Family
EP holders can include their legally married spouse and unmarried children under 21 in the same PR application. Including family members does not automatically strengthen or weaken the primary applicant's file; each application is assessed on its merits.
Tip: If an EP holder is married to a Singapore Citizen or PR, they may qualify under both the PTS Scheme and the Family Ties scheme. Some practitioners suggest the Family Ties route may weigh more favourably in such cases, though the right approach depends on the individual's overall profile.
The Application Process
Prepare documentation
Employment letters, recent payslips, income tax Notices of Assessment, educational certificates, and family documents. Non-English documents require certified translations.
Submit via ICA's e-PR portal
Applications go through ICA's online e-PR system, not MOM. The application fee is S$100 per applicant. Documents must be uploaded as PDFs under 2MB each.
Processing
Typical processing time is 4 to 6 months. ICA may request additional documents at any point and does not provide interim status updates beyond what is shown on the portal.
Outcome
ICA notifies applicants by email. If approved, the family proceeds to medical examinations and identity card registration. If rejected, ICA does not disclose specific reasons. Applicants may reapply at any time: there is no mandatory waiting period. Typically, this means strengthening the profile through longer tenure, higher salary, or deeper community ties.
